I'm having trouble counting the beats out on this Chopin piano piece?

Subdivide all the way to sixteenths. Even if you didn't have any sixteenths this would be a good idea, just to make absolutely certain you're keeping a steady tempo. But with the sixteenths present it's absolutely necessary, because when you play both hands together you have an underlying rhythm of sixteenth notes.
